Twilight Blue is an extremely light tone. Due to its small amount of pigmentation, this shade will require a very light blonde base recommended at level 10. Bleaching the hair to such a pale white blonde enables the gray/blue tone within Twilight Blue to appear more visible once applied and processed in the hair.
