As such a bright shade, Blue Moon is best applied to a very light blonde base at a recommended level of 9-10. Applying Manic Panic Blue Moon on dark hair may produce some subtle blue hues seen in certain lights, however, the overall appearance will not produce such a visible color change. Ensure the pre-lightened base has been toned to a clean blonde color; an untold base may produce undesired results.
